A narcotics officer is brutally murdered in a public restroom at a Philadelphia train station. The perpetrators escaped. An innocent boy from an Amish village accidentally witnesses this brutal crime. During interrogation, he accidentally identifies the killer as a respected inspector. The police detective leading the investigation realizes the boy and his family are in mortal danger and makes a desperate attempt to protect them from the ruthless clutches of the police mafia. The policeman is much more interested in his official duties than in his personal life, but one chance encounter changes him. While he may not have previously considered his family, he now falls in love with the boy's mother (Kelly McGillis) and is ready to stay with them.
