Elisabeth Shue "The Trigger Effect" (1996)

The entire city loses electricity for an indefinite period, what are people accustomed to the comforts of modern, civilized life supposed to do? Panic, looting, and violence erupt, and people begin buying weapons. A young couple, Matthew and Annie (Elisabeth Shue), anxious for the safety of their small child, join forces with a friend, Joe, and decide to flee the city, which is rapidly descending into anarchy and lawlessness. Matthew is a pushover, he lacks the backbone to stand up for himself or even defend his wife when she is publicly insulted at a movie theater. Yet, when faced with a life-or-death situation, and with his child in urgent need of medicine, Matthew undergoes a transformation. The man within him awakens, and he steps up to do what must be done. When a person makes the conscious decision to pull the trigger of a gun aimed at another human being, they must realize that the consequences could be catastrophic, everything can change in a split second. Matthew assumed that simply possessing a firearm meant he was in control, but things are not that straightforward, he severely underestimated the person he intended to shoot.
