The distant future. The government is developing a super-soldier program - cybermen who can't be easily killed and who will obey any order without question. One of these men is sent on a mission to stop terrorists. The operation is successful, but it turns out the terrorists were controlled by an evil general, and he clearly doesn't want anyone, including the cyberman, to know about it. To this end, he first blows up a plane, but the cyberman survives.
