A series of suicides and suicide attempts has terrified the city. The first victim, a young woman (Jackie Swanson), jumped from a hotel balcony. Officer Roger arrives at the scene, recognizing the deceased as a colleague's daughter. On his birthday, he is assigned a new partner, Detective Martin. After allowing nearly all the witnesses in a drug bust to die, Martin considered shooting himself. Due to personal tragedy (he recently buried his wife), Martin constantly contemplates suicide. In this state, he's no good at catching criminals, and no one wants to deal with him.
